The Agency Evaluation is designed to assess where a public safety agency is today. The project takes a “snapshot in time” of an organization, reviews its configuration, programs service delivery and response performance in detail, and compares the conditions found to local, state and / or national standards, best practices, and the experience of the Dynamix Consulting Group consultants.
The Agency Evaluation is detailed and comprehensive. The scope of work involves the same content as is found in the early phases of the Long-Range Master Plan and Cooperative Efforts Feasibility studies but is limited to the Evaluation of Current Conditions elements of those scopes of work.
The purpose of a Community Risk Assessment is to evaluate a community’s risks prior to the development and implementation of a Community Risk Reduction Plan and/or Standards of Cover.
Community Risk Reduction Plans follow Community Risk Assessments. Once the Community Risks are identified and prioritized in the Community Risk Assessment, the Community Risk Reduction Plan identifies integrated and strategic investments of resources (emergency response and prevention) to reduce their occurrence and impact.
Dynamix Consulting Group will work with Developers to quantify and plan for the anticipated impact that future developments will have on the demand for emergency services within a community.
Dynamix Consulting Group will work with public safety agencies to evaluate the pros and cons of both consolidating, regionalizing, or combining certain operational aspects of multiple organizations. Consolidation / Regional Studies take into account local, state and national laws, current service demand, national standard benchmarks, financial feasibility and political will to offer options that will be palatable to the community.
The location of a community’s resources is equally important to the number of resources. Dynamix Consulting Group will work with public safety agencies to assure that the current resources are best positioned to meet the demand for service.
Dynamix Consulting Group will use Geographic Information System (GIS) models based on both past and anticipated future service demand to provide reasonable options for the optimal number and locations of public safety stations in a community.
A Long-Range Master Plan is a 10-15 year plan that answers three basic questions: Where is the agency now? Where does the agency need to go? How does the agency get there? Dynamix Consulting Group will evaluate the major aspects of the agency, benchmark them to state, local, and/or national standards, and then overlay the priorities of the community in order to create a plan that is both operationally and politically acceptable to the community.
Dynamix Consulting Group will evaluate current staffing and service demand, benchmark them to state, local, and/or national standards, and then make recommendations to assure that the staffing is meeting the needs of the community. Special attention will be given to balancing the appropriate provision of service with financial efficiency.
The Standards of Cover is a research-based process, which requires a comprehensive analysis of an agency's current deployment of services. The document begins with an overview of the jurisdiction and community expectations and progresses into an extensive community risk assessment, followed by a reliability study. The final component of the Standards of Cover provides the organization with an overall assessment of system capabilities. The agency then develops recommendations to achieve community-identified service expectations and industry standards. The results of the study also assist the agency in developing realistic and achievable service objectives, which assist with compliance methodology and strategic planning.
Once a Strategic Plan is created, it must be implemented. Dynamix Consulting Group can assist in the implementation process by conducting virtual monthly progress meetings with the Strategic Planning Team and then providing a full written report to the Strategic Planning Team to assure project transparency. Quarterly meetings are held in person during which time any goals that are not progressing satisfactorily can be reevaluated and modified as necessary. The Strategic Plan Implementation Process will keep the Strategic Planning Team on track to meet their Goals, Objectives, Tasks and deadlines.
The Strategic Plan can be done as a stand-alone planning process but is ideally situated when it immediately follows the Long-Range Master Planning Process or Agency Evaluation. A Master Plan will usually result in dozens of recommendations that can’t possibly be achieved all at the same time. During the Strategic Planning Process, Dynamix Consulting Group will facilitate a one-day workshop with a Planning Team that is comprised of a cross-section of stakeholders from within the agency. During this day, the Planning Team will evaluate Mission, Vision, and Values for the Agency and then identify specific planning priorities. Dynamix Consulting Group will then work with the Planning Team to establish Goals, Objectives, and Tasks that will be assigned to specific people along with deadlines, thus managing expectations and setting the agency up for success.
Trigger Point Analyses establish performance criteria that will “trigger” actions. Depending on the specific needs of a community, trigger points can be established for adding staff, adding emergency response vehicles, opening new stations, or any other change in operations.
The decision on when to hire paid firefighters can be difficult for a community. Dynamix Consulting Group will evaluate current staffing and service demand, benchmark them to national standards, and then make recommendations to assure that the staffing is meeting the needs of the community. Special attention will be given to soliciting buy-in from the various stakeholders within the organization and creating a plan that is both operationally and politically acceptable to the community.
